Build a Telecommunications Plafform we can geographicaly position with texting.....

We are looking to build a platform that integrates into our Toll Free system. Currently you can Text Toll Free numbers. You can do global positioning for Toll Free numbers by it capturing the area code of the caller but only for voice.....with texting this platform has not been designed yet. We would like to make the platform do the following: 1. Make our Texting Toll Free serviceable by location and GPS incoming text sms messages...this way we can set up the texting platform to use the same Toll Free number and use it differently in different geographic locations. 2. Also, to do better Geographical locations for the Toll Free number itself so when we lease the number into different areas it can pinpoint the location of the person calling or texting so we can segregate the customer use so two different customers can use the same number in 2 locations and never cross....both Voice & Text basically and it knows the origination of the calling or texting number by more then the area code but by actual location....
