Enable FTP on a Windows 2008 Server with Kaspersky ES10

I want to FTP into a specific directory on our server from an app on my android phone called Express Dictate.
We have a Dell Power Edge R270 that is running VMWare ESXi 5.1.0.
We are running 3 virtual servers (File, SQL and Terminal) under Windows Server 2008.
The windows firewall is turned off and we are running Kaspersky Endpoint Security 10 for Windows.
I have endeavoured to setup an FTP server in IIS through the IIS 6.0 Manager but I can’t get it to ‘Start’.
I have also added FTP to the network packet rules in Kaspersky.
I want someone to show me how to set this up so their English must be good enough that I can understand them. I also want to be able to talk to them whilst they are controlling my computer through Team Viewer.
