I have been doing sms stuff since almost 20 years. Kannel open source SMS gateway + some PHP / MySQL running on a Linux system can do all this quite easy. One open point is how you will interface with the mobile operators to receive the SMS. Is it in specific country or world wide? In the first case you need some access over SMPP. In the second case you need either a long number provider delivering on SMPP or a physical GSM modem connected over a serial port on the computer. It all depends on the expected volume, the costs per SMS etc. To summarize: I can do this in a day if a Linux server is available and the connection is done.
