Audio Detection Software

I'm looking for someone who can develop me some software that will continually listen to a radio station & detect which songs are playing. I then want the title & artist of the song to be automatically posted to twitter. It will need to run 24/7, and the radio station that I want to detect the songs from can be listened to online. I want to be able to add custom hashtags to the end of the posts, but the software will need to run in line with twitters maximum allowed characters so if the title + hashtags is too long then the post should be trimmed automatically. If a song can't be detected then it should just do nothing and wait for the next song that it is able to detect, however I am hoping that someone can build software that can detect as many songs as possible regardless of how new they may be.
