Timelapse camera control with RaspberryPi

We need an embedded solution to create a custom long-term timelapse controller. Freelancer to create programs, include necessary libraries and provide assistant to create this controller. We have clear system outline and general how-it-works with lacking resources to the details, namely embedded linux programming.
We have done some research in the DIY community and able to provide some reference and guidance to the project. Some of the features we need from this software are:
- connect raspbery pi with camera via libgphoto2
- control camera settings (shutter, iso, etc) and trigger the camera
- read JPG from camera every x seconds
- compare with SDcard content, copy to SDcard as necessary
- upload the file to server over WiFi or GSM/3G/4G
- double check the upload and retry if necessary
- camera can also be controlled over the internet (command line is okay)
- timelapse interval and other settings can be changed over the internet
- the whole system need to be able to run for more than 6 months.

Bonus point if freelancer can/would also be interested on our Stage 2 development. This stage 2 is not included in this budget –future project for if you finish the Stage 1.
- Bulb ramping via imagemagick analysis
- server side graphical user interface (HTML based)
- view uploaded photos and adjust camera setting
- download all picture (or selected) as zip
- show metadata
- show histogram
