VB.NET Desktop Application with Websocket Connectivity

I need a project skeleton written in VB.NET that meets the following architectural requirements. I am ok with this being something you already have on your shelf from previous projects. As noted below, any experience AT ALL in the field of CryptoCurrency exchange interfaces will be a plus. Client/Server, Object Oriented I will need a GUI with a tabbed or ribbon interface. I will need a "Properties" page that will manage all of the user settings like API keys etc. I will need a business logic class that drives the GUI on the top side and is connected to the Data Layers on the bottom side (if looking at a drawing). I need a Data Access Layer that will be used in a multi-threaded environment. In other words, I need the same Methods and Properties of this class exposed to the Business Logic layer over and over again based upon the number of unique websockets I connect too. I see this as a wrapper to already existing GitHub project available but in C# or Python, etc. My goal is to have everything in clean, concise, readable VB.NET above the websocket code. I'm assuming/desiring that we use what is already out there for websocket connectivity. I just do not know C#, etc. The websockets I will connect to are in the cryptocurrency space. BInance, HitBTC, etc. I want this code the be very scalable in terms of adding a new CryptoCurrency exchange. I will write all of the business logic and I will define all of the needed Methods and Properties that the business logic will need from the Data Access Layer (class). I'm sure there will be questions.
