The whole system should be cloud-based. Having a desktop application to be installed on machines, then active when online – replicating data and activities (just the way skype is). It can also be accessed directly online or from mobile app. The system will be built in modules using any of the .NET languages with the exception of Visual Basic. Preferably, C++ or C#.
