Write some software or spreadsheet

I need a simple software program or spreadsheet programmed. I'm not sure what software or programming language would work best for this job. So, I'm open to suggestions for that. I’m an auto buyer for an auto shop that I work for. We buy cars at auction on a regular basis. Every auction I attend I compile a list of cars for sale that I like and I try to maximize our budget that I have to spend on them as a group. What I’m looking for is a way that I can enter the list of the cars that I’m looking at potentially buying and seeing all the possible combinations of those cars that I can buy within my budget range. That way I can then choose the combination that looks most appealing to me. I’ve attached an example Excel spreadsheet to give you an idea. On the spreadsheet I have cars grouped by their brand make. Ford, Chevrolet, Honda, and so on along with their prices. Then, to the right you can see a total budget range that I might be looking at spending and the number count of each brand of car that I would like to buy. In the example, I’d like to buy 1 Dodge, 2 Fords, 3 Chevrolets, 1 Honda, 1 Nissan, and 1 Kia. And, I'd have a budget of $55,000-$60,000. Do you think you can come up with a program or spreadsheet that would automatically compile and output every possible combination of cars from the master list that fits within the entered budget range using the entered number count of each brand of car?
