Why Are My Emails Going to Junk on Hotmail

Our web platform is using PHPMailer to send out system emails, and they're ending up in Junk inboxes for Hotmail users.
We've used [login to view URL] ad received perfect 10/10 scores, so I can't figure out why this is happening.
Need someone who can look at the Hotmail email source and debug the header information etc
