I need a blender script/plugin expert.

My project is an export/import plugin that supports model and animation files of SCM/SCA format. This format comes from a game titled Supreme Commander 2.
There is an existent plugin for this purpose, however it lacks certain utilities. The models in game use two sets of UV maps to apply texture files onto the models in-game. The current plugin only supports importing/exporing a single UV map on the model. Additionally, the plugin doesn't read the materials the game model files assigned to specific faces, nor does it write them into the exported model. This ends up limiting some of the game functionalities with how textures are handled as well.
In summary, the needs for this project are to do with designing (or altering the existing) plugin that allows for all the extended features of the SCM models.
