Looking for a Windows Executable That Can Take a Large List of IP CIDR Notation and Convert Them to a Series of CSV Files

Ideally would have a GUI interface and a loading bar. I'd simply like to select the IP CIDR file (It will be a CSV) and it would convert that list to the full ips and put them in a series of smaller csv files for me to import to our data warehouse. Would like source to be provided. Happy to give more details, this hopefully will be pretty simple. I had one written awhile ago in python but it stalls out on larger lists. I'd expect it this program to create large lists, sometimes nearly 1B singular IPs.
