Video rating website: Build a miniature proof-of-concept

HOW WE WILL ASSESS THE BIDS

We are looking for a programmer with a good mix of skills in building web architecture to undertake a substantial task. To confirm good skills we are offering this proof of concept which allows you to show off your skillset and then be engaged in the subsequent more elaborate work.

Prior to awarding even this Proof-Of-Concept this we will engage in Chat conversations to interview possible candidates. In these conversations we would like you to lay out your plan for how you would achieve the proof-of-concept project. Please start to think about what you would say for this. If you wish to indicate in a few sentences how you would approach the task, please do so. After reading the notes you submit with your bids, and the bid values, we will chat with possible candidates for award. We may award the project to more than one bidder.

If you are able to point (in your bid) to any websites that you have developed, that would be helpful in being awarded. We are looking for bids in the region of $100 for this proof of concept phase. (Further work will be much more extensive.)
