Raspi programming– update local file with network interface

We have a product that we need to update one file, /usr/local/bin/[login to view URL] at manufacturing time. This file is on a Raspi and needs to be accessed through the hardwired network connection on the Raspi. Right now the Raspi image provides two functions. First function is to act as a local server (Apache) that multiple network devices share status through. Second function is to provide a serial link between a piece of custom hardware and the local network. This project is to program the capability for the Raspi to communicate with a PC program through the local network using Http request. The PC will issue one of two commands to the Raspi. One command reads what date and size of [login to view URL] and the other command will update [login to view URL] image. I will provide the original working image that has the two function combined. The PC program part of the communication link is currently being bid on and will run concurrent with this project. This project is complete once both sides are talking to each other. Your job is to write the code that enables the Raspi to communicate with the PC via Http requests.. Ask questions to make sure you understand what the requirements are. Since I have been burn with paying some percentage up front and I know there are developers that will work without up front payment, those are the developers this opportunity is available to. Once I fund the project through Freelancer, I no longer have access to those fund unless the developer releases those fund back to me or through the dispute process. Since this is a small project I will release 100% of the funds when the work is complete and I am 100% satisfied (Just like Freelancer advertises). Since I am the tester, I will be allowed the same amount of time to test as it takes to do the project. Most likely I will not take that long to test but refuse to release funding till I finish testing. I will test intermediate levels of code for verification as needed and provide feedback. I will give an over all project verbal description if requested and answer any question related to this project.
