Development of existing website - two tier login access

We have built a website but need some help to develop a couple of particular things.
The website needs two levels of access for people signing up, a professional level and an amateur level.
Both levels have access to the same areas of the website except there needs to be two social platforms, one for each level that the other cannot access.
I imagine it as the landing page is the log-in/register page, with two available check boxes, pro or standard. Standard users just gain instant access on registration, pro users must be verified by admin first.
Then once signed in, they have access to the whole sight along with their respective social platform.
Looking for quick advice on how achievable this is, rates, and in what time frame. Like I say the majority is built, we just need this tidy up.
