You can use an existing platform such as WordPress to achieve the end result.
OVERVIEW:
Website that people register, fill in predetermined forms(need ability to add/modify/delete forms), people can see the status of the form they filled in (Pending, Approved, Denied), If approved , the customer will then receive a quotation, they can (accept / reject / request review), if accepted they are invited to move onto the payment (PayPal / Wire Transfer), once payment is cleared then shipment information will be presented.
There are 3 types of users, (customers, var and admin)
Site must be protected by the latest Google captcha.
All steps must be clearly presented to the user of the website (progress bar for each form)
Sign up -> Forms -> Quote -> Customer Accept -> Payment -> Shipment
Functionality:
Customer: Can sign up for an account, fill in forms, accept quote, and provide payment information (Paypal, Bank Wire)
VAR: Can submit quotes to customers based on region
Admin: will be able to approve/deny: new accounts, forms, submit a quote, approve VAR quotations
