Borrow Web Application (for chemicals samples)

We need a website with MySQL /PHP which has an article database (which can be imported) of approx. 15'000 articles. We have approx. 5-10 customers only (but with x-users in each customer) which can search through this article database and borrow samples. After the usage they can claim a return (with the new return-weight or tell the system that they have used all of it). Language German mainly, but shall be updateable to maybe french & english. German freelancers are preferred. Project needs to be finished by July 2018. The system right now is an old Access/SQL based with a little webpage onto it, but it needs to be transferred to a webprovider (we will provide the hoster with mysql/php etc.) with a more new layout and some more security (userlogin) We need: An Admin part which can: Edit/Create/Delete new customers and their corresponding users (can be one customer with many users) Create/Edit/Delete: new articles, also filtering if customer A can see it in the search or not, we need to limit some articles to special customers only) Search through database and some reportings (for example: which articles are borrowed for longer than x days) Search and edit multiple articles Storage Location Editor (Storage is divided into two fields; Rack and Location) User Part: - Login - Search article database - Borrow article which then generates an e-mail to ADMIN and USER - Return borrowed article OR change the user to another member of the same customer (means Mr. X from Customer A can give his borrowed article to Mr. Y also from Customer A; only possible within the same Customer; creates an email to ADMIN) - Claim that all of the sample has been used - Check in the web app what article the user has borrowed actually - Can create an article (not completed with all fields which is then modified by the ADMIN)
