There are a few unknowns in your description... When you say no network is found, I'm assuming a ethernet connection? And when it is not detected, I'm assuming you mean start a WiFi hotspot and start a webserver over this network? How would someone connect to this webserver when they don't know the username/password? Anyway, I'm confident I can do this. Let's discuss this?

Well experienced with raspberry pi and wifi interfacing. The same requirement can be achieved using any wifi module with raspberry Pi. Waiting for a positive reply !
