I can build a launcher to your specification (Although for users logging in and registering I will need to create a PHP script, if you don't have your own system in place for that.) This project seems simple enough to do for below $100. I've created custom launchers for games like Garry's Mod, Rust, and Minecraft and I'm sure I can figure it out for Arma 3. Will it require a login field like the pics you've linked to? Should this only be compatible for Windows?
