Add Permissions to PHPBB

I need some help either setting permission on PHPBB or creating some new permissions.

I want member of a particular “group” to be able to create their own Forums, but I need to control what category they can create a forum in. Next to or under the permission allowing the group to create a forum I would like the list of “categories” to populate so that I can choose which categories the member can create the forums in.

I also need the member to be able to set permissions for the forum they create. But ONLY for the forums they create, nothing else.

I also want to give permission for a person to delete forums but ONLY forums they themselves created.
