AWS Database and PHP Expert Needed ASAP

I need Amazon Web Services expert to make some very important changes on my AWS account. The following changes need to be made: 1) I need the two databases for my two apps to be moved to single RDS instance and all placed in proper zone. 2) I need all Apache data moved from one instance onto other instance to make instance proper size. 3) I need API for apps changed (this is on server, you will have to help find place because I don't know) to reflect database change to RDS. 4) PHPMyAdmin setup on RDS Server for both databases. 5) I need RDS setup to cache queries properly and reduce server load. 6) I need remaining EC2 instance all transferred to new AMI image with new PEM certificate. 7) Apps must continue working with minimal downtime, and everything must be backed up and ready to return to original state if problems occur. 8) Scripts need to be setup to make all existing volumes create automatic snapshots on schedule I specify, and delete old snapshots. 9) Existing 3rd instance must be optimized for multiple WordPress installations. I believe it is all working correctly, but I need expert to look at it and determine this. I only want AWS expert only. I do not want anyone who is not expert in AWS, PHP, MySQL, etc. All instance downtime must be in middle of night in USA. I need this project completed within three days max.
