Turn php application into a web service

I have a booking application at [url removed, login to view] com/booking and i would like to turn it into a web service for multiple users -separate language from the code in the separate file so we can translate the software to more languages. - Admin panel needs option added for editing style sheet file CSS) so admin can easily setup background color, text color... Option to be able to set holidays and other non working periods (vacations) has to be added. This has to be applicable to employees as well, for example we can have a global holiday that would disable placing booking on a certain day for all employees or we can have a holiday where you cannot book appointment with certain employees. Option for admin to generate pdf reports that will tell the busiest days in a month and busiest employees Option to specify a "break time" between each appointment so people cannot book two appointments in a row (as employee may need few minutes of rest)) When booking time give them option to pay for the time via paypal. Now there is a problem when people are booking from different time zones, when user sign up he should set his time zone. Option to create recurring reservations/ bookings ( daily, weekly, bi-weekly) When visitor makes an appointment user gets notified via email, email also has a link to cancel appointment. Right now the link does not work and I need the bug fixed. Also it would be great if you would make it that it's impossible to cancel appointment if there is less then 24h left to the appointment.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):

a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
