Mambo or similiar content management based project

HI,

I need a website with portal system or content management system like Mambo or Joomla or any other. I want installation, template design, upgrading site and contents, and logo etc. The site will be used for moonsighting or for providing lunar based information, with login, discussion, number of guests, blogs, rss feeds, polls, user registration etc. That's why I wanted portal system script. Good knowledge of the above is highly required. I need the work done urgently and my budget is limited.
