Investigation techniques for reduce delays in voice over ip applications

I am working on design o codec that reduce delays in Voice over IP apllicattions. I have made an investigation and i have built a block diagram that must be implemented in [login to view URL] background theory and the block diagram that i have made will be sent as an attach file. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. I would like an implemention of the block diagram i have made in matlab simulink and some code that will simulate the diagram if possible. ## Platform windows XP. matlab version 6.1
