Copy Functionality of Site

I'm looking to build a promotional site for Tumblr. I'd like to mirror the functionality of sites such as:

I would prefer the site to be scripted/designed very similar to how TumblrPlug is made. Top of the page showcases the top promoters. Users visit the site and see a list of tumblr blogs, a section of tumblr profile pictures, etc.
1) The site promotes tumblr blogs via points. Points are awarded if a Tumblr blog has a referral link and somebody clicks on it. (More details here: [url removed, login to view]). Sites with the most points are show as top promoters: Your text will become bold when one active person you referred is on tumblrplug and active. If you are on the top 20 promoters in the past 24 list you will get a gold star by your name.
2) When you submit your tumblr blog, it will include tumblr URL, short description, tags and "Will follow back." These items will appear on list of submitted tumblr blogs - just as shown on tumblrplug.
