Matrix Manipulation with MATLAB

I have a budget of a few hundred dollars, but if this part goes well, I will hire the coder to perform two more related tasks.

The purpose of this task is to create a ratings system for a competitive sports league. The league is a hockey league. The output ratings will be based on a large amount of data from games played during the season. All that will be input is the teams that played the game, the score of each team in each contest.

Ultimately the ratings will be used to attempt to predict the outcome of future hypothetical contests between teams in the league.

The approach is a least squares regression analysis. I have all the information that outlines exactly how to do this, so the coder need not be hung up on the methodology and technique of the math, rather I would like him/her to focus on automating/implementing the calculations. I have all of the documentation to help the coder create the algorithms necessary to perform the calculations. I also have a BSEE and am well versed in the linear algebra needed to perform the calculations. I can also provide a very simple example of what needs to be done? (that I performed via manual data entry into MATLAB).

I have the matrix operations to be performed defined, however the amount of data is too cumbersome to enter manually. It is available in CSV format. Once imported, a few simple matrix math operations need to be performed. Ultimately a set of roughly 30-60 dependent variables will be output based on the input data (no more than 4 independent variables per dependent variable).

I will need to be able to incrementally update the input matrices and re-execute the code to periodically solve (or re-solve) for the dependent variable outputs. I will also need to scale the outputs in a linear fashion by adding a constant to them.

I am willing to pay for the training to learn to do this myself. I am an electrical engineer (not a software/computer science ) and really do not have the time to learn the code to do this on my own.
