Microsoft Excel VBA Conditional Format Bar Chart

Hi I think I have a pretty simple excel vba problem here. i need to change the colors of the bars on a bar chart based on cell values. See the attached file and it should make sense. Essentially the chart should be colored as shown in the sheet based on the data shown in C29:D38. I just manually colored the bars for explanation purposes. the conditions for the colors should be
- if production < hours then the production bar should be red
- if production is = or > then hours the production bar should be green
- if hours is < or = to 100% then the bar should be light green
- if hours is > 100% then the bar should be light red
