We require an online system capable of collecting votes relating to board elections and resolutions (motions) for a non-profit/charitable organization (PHP/MySQL-based).? The system must be based on a user name/password authentication system, and votes must be anonymous (i.e. the system shall prevent a single person from voting twice, but will not link an individual user's votes to their ballot).?
The system shall support three types of questions:? (1) Straight election questions [choose one of the following candidates]; (2) Ranked election questions [rank your top five candidates from the below]; and (3) Resolutions (yes/no in response to a question].
An administrator must be able to create/modify/delete users (preferrably with an initial "import from CSV"), and add/edit/delete questions or elections.? Reporting mechanisms are not required, but would be a bonus.? (I will write these if need be, as the ranked elections in particular will be a little tricky.? Ask for details on how this will work in the end if you are interested.)
This system must not rely on Flash, Java, or any fancy AJAX, mouse-based creations, as it must be usable by totally blind end users (meet W3C accessibility standards, etc.).? ? The user interface needs to be clean and professional but light and simple at the same time.
