Heavy traffic web counter and statistics service

Hello I am looking for a freelance for making a counter service website. It's a website that will allow users to register easily, add a simple code to their website (with support for non-javascript websites like my-space) and have a visible counter on their website, with some added statistics when logging in to my website (browsers, resolutions, refferers, top pages) This website must support VERY heavy traffic - more than 50,000 registered users (websites) and hundreds of new members per day. It should be divided into several servers (load balancing) and control the entire scheme (dns control, etc), and needs to be easily changeable for future changes (changing the design, the email messages or the counter code template, for example). It should support adding new counter images (with graphic digits) easily, and allow each member to receive weekly stats emails, with the ability to cancel them easily and securely (to prevent spam abuse). Website must be written for LAMP platform (Linux, Apache, MySQL, PHP), and of course be open source for future changes. Please also provide an estimated time for the project to be ready. Thank you.
