phase one: struts and tiles opinion needed

This project is the first project in a 2+ part project. This project is going to be used to determine who is going to be given the option of bidding on the second part of the project. This project is simple: We want you to write up a 1-2 page approach on how to configure struts and tiles (by apache) to solve the following problem. Attached is the full list of things that will have to be solved in this framework. As a part of this requirements doc, [login to view URL] is requesting specific information regarding the most important issue with this site re-design, and that is the easy deployment of new co-branded sites within the web framework. BWC is aware of the Struts/Tiles architecture’s ability to handle internationalization and multiple channels. Ideally, BWC would like the following problems to be addressed: **The main goal is ****easy deployment of a new site and new content by someone other than a Java developer **Currently, BWC’s website requires Java developers to deploy new sites because of the inflexibility of the architecture. Assuming that no new functionality is being added for the new site, BWC would like to enable webmasters with experience in editing XML, HTML, and a primitive knowledge of struts/tiles only to deploy new sites. This means that the code written for the site must be site-aware so that no code changes are necessary. This also assumes that if a particular site needs to have a different locale that the proposed framework will handle that as well. **Please provide, with specificity, including directory structure, sample tiles and web config files, and a sample action handler, how you would solve this issue for BWC. ** The person or company that provides the best work here is going to be given the oportunity to bid on training and the buildout of the full framework (significantly larger project). This project will pay $25 to up to 8 individuals. From these 8, 1-2 of you will be selected to implement your proposal (this is really getting paid to make a detailed proposal). The price and effort will be decided at that point.
