Video Software

We are looking to design video production software. The idea is to utilize still photos, jpegs, pngs, other static images. Using software we want to "fill-in" the "gaps" with "dynamic" animated content. The idea is to allow an individual who has many photos/pictures but no video camera or editing software to make a short, creative video using static photos. I would like to discuss the possibilities and eventual design and construction and training.
