483917 IE6 css expert needed for images

I have a problem with a link image being displayed behind the background image on a website... IE6 sucks. The page has a flag bg which is the BG of the div and special code for IE6 to display it. The coupon images on top of the flag bg image have code as such >> [a href="[login to view URL]"][img width="203" height="135" align="right" title="Click Here for A/C Service Coupons" src="coupon/[login to view URL]" class="coupon"][/a] The css for the coupon class is > [login to view URL] [ border: 0 none; padding: 0; z-index: 5858; ] The z-index number is telling it to display on top... but graphic BG of the section displays over it in IE6 only. All others are fine. The ie6 code for the flag bg on the page is > #home [ background : url('/images/[login to view URL]') no-repeat; ] I have tried giving the flag bg which is #home for ie6css a z-index of -1 and the #main div which is the content DIV a z-index of 1 and you can see the coupon image has a z-index of 5858. What that does is shows the coupons on the white page bg... the flag bg and the content disappear. So I am not sure why the flag being the BG is overlaying the image link in the homepage content. What should I add to the css to make images display over the flag bg? I appreciate your advice on this. Thanks. PS. My name is Tom. See attachment for visual of IE6 problem. Coupon graphic is 3/4 overlayed by flag homepage content BG. I have tried NUMEROUS ways to fix this and nothing. There is another page in the site that displays graphics over the graphic bg in ie6... so I am stumped. And need another set of GOOD eyes to look at it and solve it. Thanks.
