php fopen error

When I try to write a file with a php script on my linux server I get this message
**Warning**: fopen(pg/[url removed, login to view]) [[[url removed, login to view]][1]]: failed to open stream: Permission denied in **/home/user/public_html/[url removed, login to view]** on line **6
**This error is not shown if I chmod 777 the folder.
Is there a way to write a file with a php script without chmod 777 to the folder?

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
