Codeing for streaming files from auth servers

I need a website coded. Where users would not have to log-in just visit my site and they would put a link to a [login to view URL] file in and download it strait from [login to view URL] using a list of premium user accounts. and the webscript would detect if the premium accounts bandwidth is used for the day and not use that account for a 24 hour pieriod. and has the option for people to donate accounts. and those donated accounts would be automaticly put in the list. Also show the stats of how many MB / GB have been used. if that is possible. Example of this is : [login to view URL] This one downloads it to your server, i do not want that tho. i want it streaming from [login to view URL] through my site. as i explained above.
