**_Background_**
We have created a video streaming software package for Panasonic IP cameras. This currently uses MJPEG compression on Windows Mobile 5 (WM5). Due to the software using 3G as the transmission method, we would like to change to Panasonic’s latest camera range with a compression method of MPEG4.
As we are using WM5 as a platform, our mobile phone range available is limited. We wish to migrate to either Symbian S60 or/and Linux. S60 offers a large mobile phone range while I have been told Linux may provide faster refresh and command response rates.
**_The Project_**
We require a demo of MPEG4 transmission on S60 to determine whether we wish to create a full S60 version of the software.
The demo only needs to show a video feed (not commands) and must be able to trigger the 3G connection on the phone. Also a setup page capable of changing the following details would be an advantage so we may use this demo to test several cameras types.

The programmer required for this project should have knowledge of MPEG4 transmission and Symbian. The quality of this demo directly impacts on the decision of whether to create a new full product. We have several SDKs for Panasonic cameras and I believe we have the relevant SDK for MPEG4 transmission.

## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
