Webcam to wap script

I would like to have a script that takes a standart webcam online picture and transform it into a wml page viewable on a mobile phone. As an example: assume that a person uploads a webcam picture to a webserver: <[login to view URL]>... By looking at the source we identify that the index file reloads a picture that could be [login to view URL] The script that I would like you to do would be based on my server and will with intervals collect the latest webcam picture, resize it to an size that can be seen on a mobile phone and generate a wml wrapper for the picture. This way I will be able to see the webcam on my phone on e.g [login to view URL] I would like to be able to change a. the url of the site b. the interval of how often it should collect the picture c. the size of the picture I would also like if you could propose other features that I might have overlooked. Please also suggest what program lang. you will recommend of such a script. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Exclusive and complete copyrights to all work purchased.
