.asp page w/ mysql works but not during heavy traffic .. needs to be re-written or fixed

I currently have a working .asp file that is a logger. (ex: <[url removed, login to view]> what this asp does is 3 procedures. #1 - checks the referring ip address and matches it with my database. If it's not in my database I input it into MYSQL database. #2- It does a http get to define a field if the field doesn't exist in MYSQL database then it does another http get and grabs a string that I have specified and then will insert the row that I search for into my database. #3 - It will then take the referring ip address and stick it into a different database.

This .asp works perfectly fine unless the server is real heavy. When I say the server is heavy it's at most 30 hits a sec. I know for a fact that my memory and processor look good but no .asp pages will load.. Just my .html pages. I am running Windows 2003 Standard Edition w/ 1 gig of ram, IIS 6.0. I don't have anything else running on this machine so it's dedicated.

I have narrowed it down to a certin sub procedure but I can't guarentee that this procedure is the problem. I currrently have it disabled and it works fine under heavy traffic. I can do querys on MYSQL when this problem occurs and they are very quick and so is my computer .. only runs around 15% processoer and memory looks good... I think we might need to re-write our code or change how we are accessing the databases or re-write the code for speed....

Before work is considered complete I will need the hired coder to either re-write the code to make the .asp work or re-write in a different language that will do the same procedures faster or provide a solution to our problem if it's changing settings in my IIS6.0/Windows 2003 server.

## Deliverables
