Your problem is %99 "job alerts" related; if you installed that. It's heavy on cron, consuming a lot of resources. But that may be not the sole problem - it needs careful checking, as maybe your MySQL server is wrongly configured, your server does not have enough RAM / CPU power. These all have to checked. There are remedies for each one. I'm really experienced on WP sites with high loads. I completed a project yesterday that involves fine tuning of MySQL server with 1.8 GB DB. Server and code optimization will do the job in most cases, but be prepared to upgrade your server, too - although, most of the time, not necessary. If you have a cloud or dedicated server, we can find a solution to your case, optimize of MySQL, using hhvm/php7, and use redis to cache object queries.
