I'd like to build a visitor check-in app (blockchain preferred)

Hi, I have been trying to find the right developer to build a visitor check in app that has a mobile and desktop version.
It should allow visitors to check in via QR code and/or personal ID code.
Person A
• User profile
• Upload images and videos
• Add experience
• Chat Inbox
Person B (as above with slight changes)
• Management system to see a live list of who is checked in
• Shortlist function
• Contact ALL on specific shortlists. ie. The manager can add person A to a list. Shortlist or Unsuccessful.
• All will be contacted via email and push notification
For the app - think Tinder swipe, but not as ugly. I've added my own design.
The web - Management tools. ie. Shortlists, Contact details of Person(s) A, Chat inbox
I am serious about getting my MVP together. I just need the right person/team to help me realise it.

- I am not rich, so sorry that the budget is low, but the aim is to grow this app in an agile way so whoever I am working with on this will hopefully turn into a long term venture.
