Apple Watch App to Continuously monitor heart rate -- 2

I need someone to build an apple watch app (preferably for series 2 with cellular capabilities). Two requirements are fundamental before progress to the others: 1) the application needs to run when we start/reboot the watch; OR the app can be remotely started from the parent app in iPhone (and, in this case, an iOS extension of the app needs to be necessarily created) 2) The app monitors the heart rate continuously (for example, 3 times per minute). It starts to monitor right away as the app launches, without the need to press any button. 3) The watch app sends alerts via SMS (assuming the apple watch is cellular) to a max of 5 different contacts (to be previously defined), every single time the bpms are lower or higher than certain values (also previously predefined by the user). 4) The app also sends alerts via SMS every week to these contacts informing them that no abnormality was detected. 5) The apps is constantly displaying the heart rate values in bpm but it offers the possibility of accessing the whole dataset of bpm values throughout the time (in a simple table, for example, no need for fancy charts) 6) It display low, max, average bpm values in the day/week/month No need to invest in a fancy GUI, I'm purely interested in the functionalities.
