Minecraft Equestrian Plugin - Evermore Equine

I am the owner of Evermore Equine, a minecraft server made for equestrians and lovers of horses. We have just started out, and are currently using a plugin called HorseStats, but would like to hire someone to replace that plugin with a custom one. Please keep in mind our budget of $300 USD is for the first update, however we will be able to afford a larger amount for the following updates. Here is what we’re looking for in each update:
Update 1:
Horses graze/eat grass like sheep, grass turns to dirt after being eaten. They also eat hay bales and the bales disappear after eaten. Cauldrons must be filled with water for the horse to drink, water level goes down after a few hours of being near the horse. If horses are not fed, they will eventually die.
The ability to change horse colours, styles, stats, breed, gender, height and age (for roleplay purposes) with commands. Only staff to be able to access this.
Lunging. We would like a command where the horse runs around in circles around the player when on a lead and the command is typed.
For riding, we would like the horses to go faster/slower by clicking with a stick which will be retextured as a riding crop. (left click - speeds up, right click - slows down. Only if possible.)
Update 2:
Personality. We would like players to be able to choose their horses personality, for roleplay purposes, and to ‘buck’ players off if they have specific personality traits.
With genders from the last update, we would like Stallions to be able to be gelded by vets using some sort of item, which will be retextured as a utensil. Stallions and Mares can also breed if they are left alone for too long.
Breeding. We would like to revamp the vanilla breeding system, if possible. If a horse is bred, we would like players to wait some time (3 days) for the mare to ‘give birth’. Also with stats, we would like them to be randomised within the parents stats, with the slight chance they could be better than both of the parents.
Update 3:
Sickness. Horses can get sick occasionally, and must see a vet, farrier, chiro or dentist, or they will die. Getting sick can occur from not being fed or being dehydrated, or they can (rarely) just get sick for no reason.
Monthly checkups. We’d like horses to require checkups from the vet, farrier, chiro and dentist every real month. This allows for players to have interactive jobs.
