Image Mouse Rollover w/ Pop Text & Button Highlight

We are looking for someone to complete an interactive project for us. Below is our vision for this project.
When visitors get to our website, they will see the image of the device (see attached image). When they point their mouse over a button on the device, the button will light up and the text explaining what the button does will also pop-up.
If you able to perform this project quickly but with quality. Please bid. We are looking for someone who's willing to work with us until the project is satisfied.
We would like the function to work properly in all popular browsers: IE6 to IE 9, Firefox, Chrome, and Safari.
NOTE: This just came to my attention. We would like the project to work on mobile devices too. Therefore, we are NOT interested in FLASH programming.
