I have various skills such as Javascript, CSS, PHP, Ajax, HTML1 - HTML5, Excel, VBA, C/C++, and even Java, built up over a period of 15 years.
As far as ability to comprehend the ICC and IRC, I embarked upon a rehab of an existing house and re-architected the layout and performed the carpentry construction myself bringing the house up to current Residential Code standards.
To exchange information between other engineers I would suggest generation of XML files and importing it into the final product. If desired, the XML file could be encrypted, but that would require additional time that would expand the scope of the project to later than the current deadline.
This tool could be built using CFM or PHP, and Javascript along with CSS.
I do believe that if the desired application were built as a Java Applet however, it could be used in virtually any web page, including CFM like your current website is designed, or basic HTML, or PHP page providing the best versatility however it would not be able to run on all cell phones.
I would imagine that it would be utilized by APA members in the Members Only area.
Since I am on the other side of the country in NJ, it would be best to either communicate via email attachments or through Skype.
I would suggest 1/3 down that would not be received by myself until the required deliverables have been received and accepted by APA Wood. 1/3 upon initial acceptance testing, and 1/3 upon final delivery.
