Monthly SEO for multiple websites - **Special** Backlinks

We are looking for a monthly SEO plan. The backlinks it builds must be on *RELEVANT* PR3-10 websites that are *REAL*.
RELEVANT = if website for SEO plan is about baking service, then a community food recipe website would be both relevant and also open for backlink insert.
REAL = Websites that receive traffic from real unique visitors on a daily basis that is significant enough to award PR3< from Google. Websites that have a function, a purpose, and are visited by real humans because of that reason. That have had active traffic for at least 6 months. We are NOT interested in short term directory backlinks.
Both of these qualifications require that you do research to find websites that match said criteria of RELEVANT & REAL.
Please take this into consideration before posting bid for monthly rate. We also require monthly reports of backlinks created including URL.
To qualify for this project award you must send us 5 websites which you can create backlinks on that are RELEVANT and REAL for a baking service website. If those websites meet criteria and you can prove backlink insert capability on them, then your bid will be considered for award.
This is a monthly recurring SEO project.
This is a long term business relationship project.
Last award for this project created business relationship for 2.5 years.
We have 16 websites that will need this service and if freelancer is successful on first couple of accounts we will give more SEO business up to a current of 16 websites. This means freelancer will receive bid amount x 16 every month.
