Latency/Ping Test Website

Hello, guys, how are you doing?

So, I’m looking for someone with experience in website development, specially in HTML5, since the subject of this project will be a front page which the user can test his latency/ping connection or to check his route between his computer and a specific server, something like [login to view URL], but here we’ll want to focus on latency, not on internet connection, download or upload speed. These tests are based in Windows prompt-comands.

As all these kind of websites are flash-based, I want to make it in HTML5, as long as mobile devices are dominating navigation nowadays.

The ping (or latency – both means the same thing) to be put in test in question is for a well-knonw online game.

I already have the first PSD files, with a sketch, which I want to look like, and it can be used, so the main job is actually program it.

My budget for this entire project is U$300.00.

Specifications:

- One simple page for the latency test. The user access and can test right away.

- The user can register/login, with an email validation, and a historic from his tests must be kept, separated by days, months and years.

- In admin area, I need settings so I can make slightly changes, such as:

Change background image, logo, and footer items.

Change the ad spaces, its sizes etc.

Change another image that will be inside the “flash” part (I’m thinking about flash, but I don’t know if it is necessary in HTML5)

Manage servers list; add, remove, edit name and IP’s, add more than one IP address per server name.

Well, sorry for the long description, but I really need someone with experience in this. I want to look very close to the sketch I made, so I need someone that will reach my expectation.
