Building a Website

Hello All! I need a freelancer site which is project basis. Anyone can create a project and freelancers can give price for this project. Telephone and/or Mobile Phone Numbers will shown after freelancers give a price for the project. If the do not give any bid, they can not see the communication details. On the other handside, freelancers has to buy bids, for ex 10 bid 10$ and every category has own bid, for ex. Graphic design 1 bid, Web Design 5 bid etc. Every project has to get max 5 bid! Freelancers has to get e-mail if any project created in their category. Site has to be basic like google, one search bar and e few buttons.
