I am GIS Developer working mainly in open source and ESRI web application development. I find your requirement interesting because you want to go full opensource. There is a open source server called “GeoServer” which is capable of handling publishing web api’s in an into am level. We can deploy this server and start to publish the OSM data for you. It’s also to be noted that deploying geoserver and a Desktop app (Q-GIS also open source) will require considerable memory and storage on your production server. As you mentioned getting all the services of map box or esri on your server is doable on the geoserver environment. I also should mention that, eventhough the open source platform is configurable to the very basic level, it requires more time and effort to accomplish. Sometimes which is necessary and sometimes which is not. So, I suggest you to create list of activities that you need to perform on your map in your web app. We can conclude a feasibility study and effort matrix and then we can go ahead with the project.
