A signal processing in the pulse spectra

It is about a signal processing of acoustic pulse data in Matlab by manipulating each spectrum to check which point is the true-peak which is valuable. With some fft & filtering, we can see it. I have ground-truth data and many raw data from the experiment. In the attached, we will see the blue rectangular box that is what I want to see. The point is how I can see the peak in an as low sample as possible (avg# means the number/time of measurement). This is the second time to post this job so that I do not want to spend more. Please give your opinion, then I will contact someone who posted the cost under $100.
