Link Building needed - small budget project - technology

I have about 3 years old technology website and I need somebody to move me to the 1st page for related keywords. Several of PR 3+ PERMANENT one way Back links to this site would be great. But other proven methods to accomplish the job will be acceptable. Here is my requirements: - Anchor text will be provided to you and will be able to pick from four phrases for each link. - One way Permanent linking. - You can only use white hat link building methods. - You must accept escrow payment, money will be released 1 week after the site ranks on 1st page. this is 'paid for results' job, you will only get paid if the site ranks, not for particular links - Links from link farms, guest books, classifieds, FFA's, nofollow, spam based sites, redirection etc are not accepted. - No mirror, cloaking, or overstuffed sites with ads and backlinks You need to submit to us the list of sites/pages where the link will appear and we will remove any sites from that based on our discretion. Quality of links is important. You need to do this slowly in your free time, we do not need you to submit this overnight, therefore time is enough. My budget is not big, so if you're looking for big project please don't bid. Thank you.
