Design of a EMC DC Filter 2000V 5A

I need a DC EMC Filter design (only schematic and part list). The filter will be used to protect a switching power supply (source) from the interference of a connected high power DC/AC inverter (load). Details: A switching power supply with the output characteristics 0 - 2000V 0 - 5A is used to power a AC/DC high power inverter for testing purposes. The inverter interference causes unstable operation as it interferes with the control electronics of the power supply (unstable output). Filters of the Type Schaffner FN2200 ([login to view URL]) solve the problem efficiently, but are limited to a max. dc voltage of 1200V. We need a filter design similar to the Schaffner filter, but capable of working at 2000V and 5A continuously, the components should fit into an empty 19" 3U rack mount metal housing (132.6 x 482.6 x 335mm) so there is enough place. Highest possible attenuation over the widest possible relevant frequency range is the priority, while keeping the component list under 300,00€.
