Need help with html.

I have a website called streamavid.com. Need someone to write html code in drupal for classifieds site (maybe like craigs [login to view URL] or something). I want this done using drupal taxonomy where user's put in postal code. There will be a category like, 'cars for sale' and viewers can look up nearby cars for sale by typing in their postal code in the search box. When a page viewer sees the a post I want them to be able to click through to the seller's social networking page. For example, someone signs up on streamavid, posts a job. Then when the viewer clicks on the job, and responds to the message, afterwards there's a link with a picture to go to the seller's persons social media page. I don't need anything like password authorization or anything like this. I already have it set up. Then I need to use html code again to place banner ads on the [login to view URL] site to make money. I need this done for $30 maximum.
